Serikbay Bisenbayuly Shmirov was born in 1964 in the village of Bazarsholan. In 1972, he entered the 1st grade of the Kyzylzhar school and graduated from the 11-year school in Oral city in 1982.

From 1983 to 1985, he served in the Soviet Army, fulfilling his military duty. In 1986-1987, he graduated from a vocational school in Almaty (12th vocational school). From 1988 to 1993, he studied Veterinary Medicine at the West Kazakhstan Agrarian University.

After completing his education, he worked as a veterinarian and veterinary inspector in his village. Currently, he is engaged in private business. He has five children.
